Anatel Certification
Anatel is the Agency responsible for regulating, certifying and supervising telecommunication products in Brazil, such as antennas, data network equipment, switches and hubs, or those using wireless technology such as Wi-Fi, Bluetooth, Zigbee, LoRa, RFID, 2G/3G/4G/5G, IoT (Internet of Things) products, modems, wireless routers, among others. These products must have certification and approval before being marketed in Brazil.
Certification of telecommunications products is mandatory in the country and is governed by the principles and rules contained in the Federal Constitution, Law No. 9.472, of July 16, 1997. Each type or family of telecommunication products using these technologies must follow the Agency standards and thus undergo a certification process. At the end of the process, the product approval is issued and published on Anatel’s website, authorizing its sale in the national territory.
“Conformity assessment and approval of telecommunication products are governed by the principles and rules contained in the Federal Constitution, Law No. 9.472 of July 16, 1997, in Anatel’s regulations and, in particular, the following principles:
I – protection and safety of the users of telecommunication products;
II – compliance with safety requirements, electromagnetic compatibility, protection of the radioelectric spectrum and non-aggression to the environment;
III – efficient and rational use of the radioelectric spectrum;
IV – compatibility, integrated operation and interconnection between networks;
V – consumers’ access to diversified products, with quality and regularity appropriate to the nature of the services and applications for which the products are intended;
VI – marketing or use of products in accordance with the technical standards issued by the Agency;
VII – adoption of simple and expeditious forms in the monitoring of conformity assessment and approval;
VIII – equal the treatment given to parties interested in the conformity assessment and approval of telecommunication products;
IX – Confidential treatment to technical information that so requires, among those made available by interested parties under this Regulation;
X – economic freedom and free competition;
XI – creation of investment opportunities and fostering to the technological development of the telecommunication products industry;
XII – facilitating Brazil’s insertion in international agreements of mutual recognition; and
XIII – incentive to the responsive behavior of regulated entities. *
